DictMgr is a collection of 5 utilities used to modify the built-in or add-on dictionaries (used by third party input software) and one reference tool. It includes DictEditor, T9Editor, WordCorrector, SpellChecker, TPalEditor, and AcronymReference.

DictMgr isn't just one software, but is a suite of 6 applications. Having only one application in the suite not compatible with WM6 and above does not mean the other 5 do not work with WM6/WM6.1.
