Look at the name of the .cab file when you download it. For English, "-352-" should appear in the build number. For example, the file I installed was UCWEB-7.0.0.41-352-31-09122815.cab. I'm typing this response in UCWEB 7.0 at this very moment, and everything is in English. If you can't get it working, however, version 6.3 is still available on their site (click on "History" below the English version 7.0 download link for your device). 6.3 is definitely in English.
